Human Rights Report 2009, released yesterday by the Department of State U.S., points out "several" issues in Portugal: police brutality, poor prison conditions, and poor access to justice and trafficking in women and children.
With detailed chapters on 194 countries, Human Rights Report 2009, released yesterday in Washington, shows that Portugal, including all the islands, has not escaped the list of countries with humanitarian problems, although there have been some improvements to the overcrowding of prisons.
The document presented by the Secretary of State, Hillary Clinton, paints a "black" in Iran, China, North Korea and Cuba, and also in countries in conflict such as Iraq, Afghanistan or the Democratic Republic of Congo.
Torture and abuse in prisons in Portugal
"The police and prison guards occasionally attack or abuse of detainees and prisoners, minors are not kept imprisoned separately from adults, prison conditions are poor and individuals detained by the police had no effective right to counsel," the report notes .
The chapter identifies the Portugal "humanitarian problems in several areas, such as the existence of" credible reports of excessive use of force by police and abuse of detainees by prison guards, as the Council for the Prevention of Torture and also the media.
Some of these reports, it added, led to investigations at the General Inspectorate of Internal Administration (IGAI), which resulted in letters of reprimand, suspensions, prison sentences, mandatory reforms and removal of the security forces, said the report.
As for prisons, the conditions "remained poor" last year, due to problems of overcrowding, dilapidated and unsanitary facilities and violence among prisoners.
The prevalence rates of HIV / AIDS and hepatitis C are "high", says the State Department.
Prolonged pre-trial detention
"Many of the guidelines and legislative proposals that the Government adopted in 2004 to reform the prison system were not implemented in practice. But there have been some improvements over the years, including a reduction of overcrowding and staff training, "the report said.
Another problem identified is the prolonged pre-trial detention, "usually due to lengthy investigations and legal proceedings, judicial inefficiency and lack of staff.
The document also points to cases of discrimination and assaults on women, including domestic violence, despite the statutory scheme providing protection and have created a national government level (Ministry of Equality) to deal with the problem.
Women have lower wages
"Portuguese law gives women full equality with men, however, in practice women are discriminated against economically and otherwise, with an average salary 23% lower than the average male, the report said.
Use of Portugal for human trafficking is another problem identified by the U.S. administration.
"The country remains a destination, transit and source for women, men and children trafficked from Brazil and to a lesser extent, Ukraine, Moldova, Russia, Romania and South Africa for forced labor and sexual exploitation," he says.
Also deserve mention, in the negative, Burma, Sri Lanka, Sudan, Vietnam, Egypt, Belarus, Uzbekistan, Venezuela and important American allies like Saudi Arabia and Colombia.

I read that Tony from Hounding has already highlighted this, but it is so important I have highlighted it again, I must admit that this and another part of this report lept off the page at me!
What do they mean trafficking in women and children? How exactly? What ages of children? How has this been discovered enough to be documented and as it has been documented, what are the details of this report, it is a shocking admission.
So what happened to Madeleine McCann? Was she trafficked by one of these groups? Who in the judicial police knew of this?
I always knew there was something sinister happening in Portugal, right back to the early days of Madeleine's abduction, looks like I was right and what has been done about it?
Looks like absolutely nothing!

Yes we know, it happened to Leonor Cipriano, in fact it was proved in court that she was tortured, yet for some kind of inexplicable reason, NO MISTRIAL has been granted and NO UNSAFE CONVICTION, yet all common sense and rationality must indicate that any confession gained under torture as in the case of Leonor Cipriano MUST be viewed as completely UNSAFE and the conviction overturned.
So who was the judge that has ruled that there is no new evidence to grant a new trial or a mistrial? This has to be yet another abuse of Leonor Cipriano's human rights!
Goncalo Amaral has a lot to answer to, he was involved in this conviction on no evidence, he was involved in the farce that sent Hugo for trial in Spain on NO evidence and he was involved in the trial be media and the psychological torture of Kate and Gerry McCann on NO evidence.
When is something going to be done?
How much many more times is the EU going to ignore the human rights abuses in Portugal? Surely it is time for sanctions? ie clean up you human rights abuses or face sanctions?

What I would add is that I would like to see Amnesty International to be this direct and clear.
Don't know much, obviously. But there are very well known cases of women, both portuguese and illegal immigrants being trafficked for prostitution purposes in slavery conditions, specially at the border areas, so far this seems to be happening more in the north, but I'm not sure. About children, I don't know about the really heavy traffick, but at least there are many many children used for begging purposes, these children are then ripped off their monies, others are used to be exhibited as 'hunger children'. Also, paedophilia is a problem, there are people and rings and 'selling' children for a 'session' is a very well known activity in some areas of the country. Madeira is probably the most 'popular' and open 'market'.

I suppose that Amnesty has no actual powers to enforce the Portuguese Government to act...so who does?
This is appalling Maria...I assume that Portuguese Officials know that this happens and yet do not seem to be doing very much to prevent it.

Trafficking Children means kidnapping and selling children, like what might have happened to Madeleine, except it doesn't happen in Portugal. According to Morais and Co. Although what she thought went on at Casa Pia is a bit of a mystery.
I continue to hope that Madeleine was sold for adoption, or that her notoriety is keeping her safe.

The Amnesty International report for 2009 on Portugal is certainly damning in terms of police brutality etc.
However, given the different scandals we've seen in a number of different countries and institutions with regard to abuse of children, including sexual abuse, no country can claim to be purer than pure.
A police officer who did a reading at the funeral in the Soham case was later charged with possessing images of child abuse. (I don't remember the outcome of the case. I hope I'm not jumping to unfair conclusions about him.)
And let's not forget those wonderful Portuguese people who have offered support to Kate and Gerry from the beginning.
Nevertheless, it does seem that significant enquiries urgently need to be made into the sort of activities which most likely led to Madeleine's abduction. And, of course, this includes looking at all groups and individuals, of whatever nationality, and in whichever professions, who may be involved in paedophilia and who may have been active in PdL at the time.
I believe it can be done, if there is a real will to unearth the truth.

This particular report is a report put out by the Department of State, not Amnesty. Morais will just blow it off as American propaganda and say we should mind our own business and who are we to talk when we have draconian drug laws and terrible jail conditions, etc.
