Radical police shake-up plans due

Plans for a massive shake-up in policing in England and Wales are set to be outlined by the home secretary.
A new national crime-fighting agency, likely to be dubbed Britain's FBI, is among Theresa May's proposals.
People will also be able to vote in two years' time for locally-elected officials to oversee each police force.
The Serious Organised Crime Agency, (Soca) is expected to be scrapped just four years after it was set up by Labour.

The Home Office consultation paper - Policing in the 21st century - is a radical blueprint designed to make the service more efficient and accountable.
Soca will be replaced by the National Crime Agency, which will include a new border police unit, the child exploitation and online protection centre (CEOP) and parts of the National Policing Improvement Agency, which it is thought will be phased out.
The new agency will focus on cross-border organised crime and drug trafficking, as well as providing support to individual forces.
Soca was criticised last year when figures showed for every £15 of public money it spent, just £1 was recovered from criminals.
Its chairman Sir Stephen Lander, said seizing assets was not the "be all and end all" and it had also stopped gangs using an additional £460m.
Quit threat
At a local level, the Police authorities which currently hold the 43 forces in England and Wales to account, are set to be abolished.
Elections will take place in May 2012 for police and crime commissioners to replace them, who will have powers to set police force budgets and hire and fire chief constables.
BBC home affairs correspondent June Kelly said the commissioners will be permitted to run on a party political ticket but the day-to-day running of forces will remain in the hands of chief constables.
Ministers believe money will be saved by the new approach, our correspondent added.
However, the plans have already met resistance from police authorities - which face abolition - and some senior police officers.
Last year, head of the Chief Constables' Association, Sir Hugh Orde, said police chiefs may quit if directly elected commissioners were forced on them.
He told the BBC police independence was "absolutely critical".

Rosie, I read that as the National Police Improvement Agency is going to be phased out -- that's why only parts of it will be absorbed into the new National Crime Agency (FBI-like). CEOPS will be absorbed into that completely.

Also we do not need an FBI like crime agency and we certainly have no money for it, already we are losing 60.000 members of the police force. This is why I am alarmed at it bluj, many things like this will be absorbed and never seen or heard of again. The other week we had a press release (that is what passes for government announcements in the UK these days) stating that this government were going to close down over 850 websites they felt were useless, looks like this is one of them! What they did not say was that the previous government had already closed over 1000 they considered outdated and were working through the last lot, they shut down useful important websites and re-open them asking the public idiotic questions and then they get filled up with the most embarrassing racist, thuggish replies *unmoderated* from the general public. We are fast going to the dogs here and it is scary. This is why I am very worried about what is going to happen to CEOP and am waiting to see if there is any kind of announcement from Jim Gamble as to what we can expect to happen. This is typical we get an announcement like this through the press, no one from government is accountable and when you read into to it, you find hidden away further announcements like this, it is shocking. I do not want to see the politicising of our police force, our police force in the whole has served this country well without the interference of politicians, of course we have some bad cases, not denying that, but involve politicians and we will have a load more and we will be having schemes were areas are politicised (like in Spain and Portugal etc) and that ALWAYS leads to corruption, people taking backhanders and paying for political campaigns to elect police chiefs, etc, this is terrible news for our country, shocking! Keep our police force FREE of politics of any colour!

Pedro you are quite right. This government is a three ring circus. How on earth anyone with an ounce of common sense expected two political parties who are diametrically opposed to each other could ever form a decent working coalition is beyond me. We are on our way to what is tantamount to a dictatorship. We are already in throw to the European parliament, which IS a dictatorship anyway. What next?

Ah, Rosie, I see. Thanks for the details. That is ridiculous. There definitely should be a specific organization devoted to the sensitive and different nature of offenses involving children.

I warned back in July what this bloody insane coalition government were going to do to CEOPS. Tonight we have the devastating news that Jim G amble is resigning for the very reasons I stated.

I hate this unfair, unjust, unsound economically illiterate government more with each passing day.

I am totally disgusted that this government are placing their insane ideologies above the safety of children, playing politics with peoples lives is what they are doing. No wnoder thay are now beginning to lag in the polls and we are having mass demonstrations against them the entire length and breadth of this country. It's not just money this is affecting, it is organisations like CEOPS and other organisations too that are being affected.

So much for David Cameron promising to help Kate and Gerry McCann BEFORE he sort of got elected, LIAR!


We came in our thousands, defying pouring rain, to tell David Cameron and the Tories we won't pay for a crisis we did not create.

A physically impaired contingent led the way, expressing their anger over attacks on benefits, and behind them came a sea of trade union banners. Large contingents of trade unionists were joined by campaign bodies, students, pensioners and the unemployed.

There were people from the Labour Party, the Green Party, the Socialist Workers Party and no party.

Between 7 and 10 thousands took to the streets in Birmingham to protest at the Tories Conference

I'm sorry but I have to speak out here. What on earth do you expect David Cameron to do after Gordon Brown left the country in so much debt. Everyone seems to forget that Brown was Chancellor, and in charge of the country's purse when Tony Blair was PM. We all agree that something has to be done, but when the buck stops at our personal door we all go on strike!! Which is not the way out. We will all suffer for the absolute shambles the Labour government left the country in, and I'm afraid there will be worse to come. I am absolutely devastated that Jim Gamble has resigned, that is one Department that should be kept, but he should look at the bigger picture and realise why it is being done. The country is nearly bankrupt - and the Conservative/Liberal Government have an enormous task to get it back on its feet, and I for one support them completely.

What lie? That is all Cameron has done so far lie, lie, lie. Getting rid of CEOPS is not helping them or Madeleine or any other child in danger, Cameron is too busy being drunk on power, he did not have a bloody mandate to do this, mind he hasn't got a mandate to do most of the insane things they are doing, where children are going to be forced to suffer, kiddies that are already greatly disadvantaged. Years and years of good work just undone in sheer stupidity. This is such bad news, not just for Kate and Gerry, but for every single child in this country the work that Jim Gamble did was vital, because of him children were protected and some saved from the most appalling abuse that I will not even mention on here, I am absolutely furious, there was no need for this, no need at all, it doesn't save money. Jim needed more powers not less, I am hoping that his resignation will cause such fury that this insane government will relent and allow CEOPS to operate how they want to, they are a specialise unit, you cannot lump them in with other departments, it is just ridiculous, I hope there is a huge backlash, but it is something that people do not think about, Jim's work went largely unnoticed because that was the nature of it, Really stupid, stupid, stupid stupid.
Well I am not going to just take this, I am sick of being pushed around by politicians of ANY colour, but especially ones that lie in their manifesto to get elected and then when they do they change everything and not only that , the coalition paper, the ink wasn't even dry on that before they lied and changed it all, it is downright deception and I am sick of being lied to by politicians, they work for us, not the other way around. And when we have no NHS because all their mates like Sir Peter Gershon and John Nash BIG Tory donors who are going to make billions out of our NHS being sold off, the NHS that I have worked in and along with thousands of others strived to rebuild after the absolute parlous mess the Tories caused in it pre 1997, I would rather stick red hot pins in my eyes than support them. I am an ordinary person and I am NOT going to be forced to pay for what the greedy bankers did to this country and I will die protecting the rights of my grandchildren and ALL children in this country. I am getting a bit tired of this accusation that it somehow this global recession was Gordon Brown's fault, it is silly, virtually the whole world was in recession and experiencing the same problems, so it is Gordon's fault what happened in Ireland, Spain, Greece, Portugal, Germany, France, the US and Japan? That is just a facile argument and too handy to blame him. And if what Gordon Brown did was so wrong in bailing out the bankers (which is what caused this mess) in the years leading up to the GLOBAL financial recession and the credit crunch then why did the Tories promise to stick to labour's spending plans? Political opportunism is why. Still the Tories will have their turn next year as it is being talked about that they will need to bail the banks out again and as they said they will NOT do it when they were in opposition, let's see when it comes down to it what they will do. Will they allow people to lose their businesses, their jobs, their homes, their savings, their pensioners etc? Because this is what would have happened if Brown and Darling did not intervene. And while we are on the subject, I will say this because it needs to be said, previous to the bank bail out before the credit crunch came Gordon Brown went to the G20 meeting and asked for more and better regulations in the world money markets, he was totally voted down and ignored by Europe, ie mainly Germany and France and camma camma camma Chameleon Cameron, berated Brown for what Cameron called Brown's interference in the banks and money markets and said we needed LESS not more regulations, uhh? what? Then when the credit crunch hit, Up Cameron pops ever the political opportunist and says we need More not less regulations in the banking industry, the liar. Yes Brown in my opinion should have nagged them until they relented and gave in to more regulation, he should not have just rolled over. It also needs to be said that it was to Gordon Brown that Germany, France and the US etc etc came to, he was the one that had the plan to get the world out of this mess, and it is his plans that were put into operation and helped countries through and let's be honest here and understand what has happened because unless we learn the lessons from the past, we ill carry on making the same mistakes and this is just what this lousy government is doing now. This is just Thatcher on speed, this insane cuts policy did not work then and it will not work now and it is not just me saying this, it is what Josef Stiglitz says who just happens to be a leading world economist and the person who saw this credit crunch coming, he says you CANNOT treat a country's finances the same as you can domestic household expenses and I agree with him. Pity Osborne is now suffering from political amnesia, for years he was holding Ireland up as a financial beacon, if only Brown and labour were brave enough f to go for it, flaming good job they were "cowards" then, because if we had gone the same as Ireland (that has the euro that Brown vetoed for this country by the way) we would now be in a dreadful state. However, if we do not stop this insane course we are on, we will be in a double dip recession, jut like Ireland, who have employed exactly the same kind of retrenchment and it does not work, and it is there for all to see does not work.
The proof that Brown and Darling's plans were working have been in their last sets of economic results with falling unemployment, lower government borrowing and the structural deficit easing. Not to mention the £3.5 billion pounds in windfall the treasury just received from the bankers (Thanks to Darling) still because of Osborne's stupidity, and despite his £6.75 billion worth of immediate cuts which were supposed to work, they have not and last August because of Osborne's economic naivety we ended up having to borrow a record £15.9 billion last August, that is an increase of £3 billion which wiped out the windfall tax from the banks (thanks George), if we had stuck to what Brown and Darling were doing we would as a country be quids in and well on our way out of recession.
That aside I do not want to live in a country that treats its young, elderly, poor, sick, disabled and unemployed so badly, that is not the country I want for my grandchildren, making these people scapegoats and attacking them in the rabid right wing press to get political levity is not my idea of "new politics", it stinks and I do not want my grandchildren to have to go to school in run down buildings with leaking roofs and the kids that go to these schools thinking they are not worth the expense of a nice new building, because this causes social problems and youngsters growing up thinking they are useless and not worthy of anything and that causes social problems and the very fabric of society breaks down. We have over 4000 new of refurbished schools and 118 brand new state of the art moder hospitals. yes the last government made mistakes and I wont defend their mistakes but I will not allow what they did to be trashed either, they were good for this country and before the credit crunch we had 11 years of growth. It is capitalism that is broke NOT my country, capitalism in its present form does not work, we have to have a viable green economy and to get that we have to change the way we do business, and that is not happening under the Tory coalition government. They go on about the big society and kids getting out and keeping fit and then they cancel all the new playgrounds that were going to be built for them, they cancel youth projects, they cancelled the jobs for the future programme which had found jobs for over 100.000 young people, they cancelled free swimming for children and the elderly. Keeping elderly people active would actually save the NHS money, but this loony government cancelled it. This government know the price of everything and the value of nothing. But we have a chancellor that has never had a real job, his only job prior to becoming an MP was to feed DATA into and NHS computer and he mucked that up, we have a PM with absolutely no work experience other than being a spin doctor for Carlton TV. These people are monied people, we are not all in this together those millionaire Eton Bullingdon toffs have not a got a clue what it is like to struggle living from hand to mouth. And the people in this country are not welfare scroungers as Cameron called them, the majority are good, decent hard working and my country is NOT broken and it never was, in fact crime had fallen by 42% and I get sick of seeing all youths being branded with the Hoody brush, the majority of young are good they are decent they want to get on, and now their futures are being ruined, youngsters from ordinary backgrounds will never now be able to go to university, everything is being ruined. I could go on, I just do not support any government blindly, I make it my business to find out what I am voting for and I do not get my politics from newspapers, like the sun and mail, in fact I rarely read newspapers, I read politics, I want to know what people are doing in my name and this obscene attack on the most vulnerable in our society will not be done in my name and I will be very vocal about speaking out about it too. The best thing about Cameron is the back of him.
Needless to say this government does not have my support and I will never support a government that thinks more about taking money from people that bet in Hedge funds and failing banks and then donates millions of their profit to the Tories, it is unclean. The Tories accept money from people that actually bet on our misery in a recession, is that right? They accept money from people like Ashcroft who made all their money in the UK and paid less tax than his cleaner, and never paid taxes to the Belize and this is the man that tries to tell us and is the unelected House of Lords passing laws on the tax that we must pay?

Bring back Jim Gamble, why should he have got caught up in this insane nonsense, he is ahuge loss to child protection and there is no excuse, what has that saved?

I wonder if creating a petition (with the purpose of convincing David Cameron, all UK politicians, Theresa May, Jack, Straw, David Miliband, Gordon Brown, Tony Blair, the Queen and her family, Sky News, BBC, all UK radio stations, etc) to keep CEOPS (with Mr. Jim Gamble as leader) independet from UK government. I agree with you Rosiepops.

MCCANNS FEAR CHILD PROTECTION PLAN

Missing Madeleine McCann's parents have joined the chorus of concerns about the Government's child protection policies after a top policeman quit in protest at plans to curtail his agency's independence.
Kate and Gerry McCann said it was "extremely saddening" that Jim Gamble felt he had to resign as chief executive of the Child Exploitation and Online Protection (Ceop) Centre.

They urged ministers to remember the importance of the "invaluable work" carried out by his organisation to protect children against abduction and abuse.

Mr Gamble believes plans to assimilate Ceop into a new National Crime Agency are not in the "best interest" of vulnerable children.

The McCanns have a close working relationship with Mr Gamble, who last year launched a new internet video aimed at pricking the conscience of the key witness who knows what happened to Madeleine when she vanished in Portugal in 2007, aged three.

Mr and Mrs McCann said in a statement: "We are certain that he will be a huge loss to the field of child protection. Knowing how committed Mr Gamble is to this cause, it is extremely saddening that he feels unable to continue to lead Ceop, apparently as a consequence of the proposed Governmental changes.

They added: "In this challenging economic climate, we urge the Government to remember the value of our children and the importance of the invaluable work which is necessary to protect them against the devastating crimes of child abduction and exploitation."

The Association of Chief Police Officers (Acpo) said it was "in firm support" of Ceop remaining as a stand-alone agency, while shadow home secretary Alan Johnson went further, saying the Government's plans "will harm child safety networks".

"Their lack of consultation has led to the resignation of Mr Gamble, who is highly respected within and outside of the organisation he served so well. His expertise will be badly missed," he said.

But Home Secretary Theresa May defended the move, saying: "The Government recognises the importance of child protection and wants to build upon the work of Ceop, but does not necessarily feel this is best done by creating a new quango."

Well Rosie, I was always taught not to enter into other people's views on politics or religion, and you have just taught me why. I'm a true blue, and I disagree completely with your points, but we must put that aside because our main aim on here is Madeleine. I agree with you on one point that Jim Gamble should not have had to resign, and I suggest as Pedro has done that we should start a petition. CEOP is the best thing that the last government did! I have written to Theresa May today to express my concern.

I agree with the couple McCann´s words, I agree with Mr. Jim Gamble, I agree with everyone who defends / support Mr. Jim Gamble.

Shame on you UK government, remember this: you, UK politicians are also parents, so, what CEOP do (with Mr. Jim Gamble as a leader which should continue to be a stand-alone agency, which is the reason of CEOP´s success), are also protect you UK government offsprings.

Huh I doubt it Pedro, the UK press in the main are rabid right wing hysterical lunatics, but I will try, believe me I will try my hardest. The best chance we have is to wait for a "tipping point" when this government becomes so unpopular that the press start printing anything and everything against them. Some of the biggest human rights abuses on the planet are taking place in Darfur, how are we going to get them to take notice and act for little Madeleine, her parents and for all the other children who are now in grave danger? I am very worried about this. I am hoping that Jim Gamble has become a personal friend of Kate and Gerry and can still help them and guide them, but how will they get their message across now? It was through Jim Gamble and CEOPs that they were able to release the "Minute for Madeleine" video, I doubt they will be able to do this kind of thing again. I still firmly believe that Madeleine is alive somewhere and I feel that no one is doing anything about it. Perhaps it is now time for Kate and Gerry to step up their campaign and make it high profile again? I fear if they continue to be low profile now, that this will cease to become news and people will stop looking. I worry that Madeleine does not know who she is now and probably speaks in a different language and will look vastly different to the way she looked when she first went missing, so as time passes, it will become increasingly harder for anyone to recognise her. CEOPs was one way in which we had to get publicity for the campaign.

I agree with you Catkins it is always the ordinary people that pay in society, however, we still have to have a government so rather than have a government like this one who is riding roughshod over the most vulnerable people in our communities, I tend to try and vote for one who will do least damage to my family and society in general, but I do really understand what you are saying, politicians of all colours have let us all down badly in the past. I am one of these people that does not believe the state hiring people to help other people is wrong, in fact it is good, it is how we value people and make them feel valued and help people to feel part of society. This government and our right wing press have demonised our public sector workers, they have tried to get our people to turn on our people and public sector workers have been been attacked almost daily in our press, laughably they get attacked and demonised for having a job and then when the government fires them, they get attacked and demonised all over again for claiming unemployment benefit! I was privileged to be part of that huge rally in Birmingham last Sunday, it was hard for me to get there, in fact Chris and Tinks will tell you I have reasons why it was hard and I still hurt even today from going, but I am so glad I did. We listened to speakers from, doctors so worried about what is happening to our health service and passionately defending the NHS, to a cleaner on London underground. There were people in motorised wheelchairs and others pushing people in wheelchairs, it was absolutely driving down rain the whole time and we all got absolutely soaked, but at least we made our presence known. And our wonderful prime minister who keeps telling us "we are all in this together" tried to get our march banned and succeeded is stopping us marching past the Tory party conference hall, so much for "we are all in this together" and he will listen, well he was not listening to betwee 7 and 10 thousand people in Birmingham last weekend. I want to say this, no one wants strikes, it is the very last thing anyone wants or will do, but if the politicians do not listen to us then what is left, how on earth do we defend the most vulnerable, the elderly, the young, the chronically sick and disabled? I speak as someone who has never withheld my labour and never would in my former profession and I know my colleagues now would never dream of doing so, but the government is not listening, so we have to find ways of making them listen. I am sick and tired of hearing people going on about the deficit, this and the deficit that, sod the deficit, 1) we did not cause the deficit 2) make those that caused it pay 3) as deficits go it really is not that bad, it is nominal (NOT my estimation but that of leading economists) 4) People think it is good to get rid of the deficit, but it can never be got rid of entirely the country's economics does not work like that and this is another mistake Osborne is making. 5) We do not have to repay the deficit so quickly, we can take a longer sensible pace, a pace that does not put millions out of work and cause untold misery and suffering to people. 6) We are NOT and NEVER were like Greece and Cameron and Osborne have actually perpetuated a lie and now it is backfiring on them because they have caused a crisis in consumer confidence. Osborne and Cameron are taking an "unwinnable" gamble with all our livelihoods and more important, they are taking that gamble with all our children's futures and that is not right. Osborne does not know his financial backside from his elbow, he has no experience and he is a danger, so rather than wait for him to ruin lives, we are trying to do something about it now, it is not easy, it is hard, but nothing good is ever easy.

This government are using this deficit as an excuse to do what Tories always do, to roll back and shrink the state and privatise the NHS and get rid of state education as we know it, they are using the deficit to force through their ideologies. Thatcher and Major tried to get rid of the NHS previous to 1997, they almost succeeded, it took 13 long years to turn the NHS around and we were just doing this, we still had a way to go but we were as a country were getting there, now we are going to see the return of long waiting times in A&E, patients on trolleys in corridors, hospitals unable to admit people in flu epidemics, waiting times for operations are already beginning to increase, it pains me, I saw the bad days frst hand and worked long and hard in appalling conditions for our patients and today our NHS is beyond recognition from where it was, our NHS is a success story and this insane bunch are now going to sell off the most lucrative parts to the vulchers who are already hovering. There are American companies and firms like Healthcare UK and Care UK and Tribal Healthcare, all hovering ready to swoop in and get the best and most lucrative contracts for themselves, this will ultimately mean they get billions of pounds of UK taxpayers money. Did you know that John Nash who is the chairman of Care UK, donated £20.000 to the Health Secretary, Andrew Lansley's election campaign? All the people involed in all these cuts in the NHS and education etc virtually all are Tory voting donors, donating millions of pounds to the Tory party. (The Tory party is richer than any political party in the history of the UK.) I worry for people who need a lot of care from their GP, like the chronically sick, the elderly etc who in the end will be turned away, as GPs will not want to treat them as they will be too expensive to treat for their new budgets, it will quite simply mean that these people will become displaced patients, GPs will only treat them for a certain time as emergency patients and then they will have to move on to the next, in the end we will be left with "poor doctors" and "poor hospitals", where the people who cannot affford private health insuarance will be forced to go. Well don't ask me to wait until this happens, reversing something like this when it has happened is far too costly and will prove almost impossible so the time to act is now.

I am terrified that we are going to see more children abused on the internet because of Jim Gamble's resignation, I cannot just stand by and do nothing about this.
Theresa May was talking about not wanting a new quango, who was asking Theresa May for one? Why didn't she just leave CEOP alone? Or does that weird woman who wears flashing wellingtons on TV think she knows better than Jim Gamble? This government goes on about quangoes, but they are in the process of abolishing 151 Primary Care Trusts and 12 Strategic health Authories, making a total 163 trusts, only to replace them with approximate 600 GP cnsortiums with one super consortium quango to over see them? it is utter madness and all this is supposed to save money yet they are going to spend £3 billion on this retstructuring, yet anyone who has worked in the NHS will tell you this will cost far in excess of that we will be lucky if we get away with £12 billion and think of all the nurses, doctors and hosptals that could have funded and the new equipment it could have bought and paid for the people to operate it. We will soon be back in the days of when nurses qualified after going through years of training there will be NO jobs for them, this happened before under Thatcher and Major, already this government are cutting back on the number of training places for nurses.

I cannot believe that this short sighted arrogant government has allowed Jim Gamble to resign, knowing how he holds his work in protecting children, this must have been agony for him to do. I cannot believe it, I am disgusted, sad and very very angry and something must have gone badly wrong for him to even think of taking such action, I only hope that they can persuade him to stay, he will be a huge, massive loss to child protection.
