My friends, I saw today at RTP1, at TVI, Portuguese TV news channels: "Pinto Monteiro, attorney general, defends aggravation of penalties on child abuse. Alteration of the Criminal Code will increase crime penalties associated with sexual abuse of minors. This type of crime goes faster than the law. UK and Italy blocks child pornography sites, but in Europe there is still no consensus. This was aired today, regarding the International Day of Missing Children.

My friends, please see this video, here is the link with the translation in English:

http://tv1.rtp.pt/multimedia/prog/Video.php?tvprog=1098

it starts at: 14:59.

Translation:

Missing Children: 193 reports in 2009.

Disappeared in 2009: 193 children in Portugal, all of them were rescued by police.

As I told before, disappeared during the year of 2009, in Portugal, 193 children, but the tax recovery of those children revealed a surprise, because all of them were recovered, without exception, and returned to their families, there is also, as it is well known, older cases, and those are yet to be solved (videos). We all knows them, some of them are still children, others have grown up, all of them disappeared, without anyone to know how and why. Rui Pereira disappearedin March 2 1999, with 14 years old, the less clues appeared came to nothing, this case ended closed, but his father told: "Me give up? No, I already told that, more then one, not even dead, I won´t give up", another case is still at the beginning: Rui Pedro, with 11 years old disappeared in March 4 1998, the clues takes it to nowhere, the case also closed, his mother talks: "they should called again the witnesses and make a revue of the case since the beginning". The most media case is Madeleine McCann, the little girl disappeared from a resort at Praia da Luz (Algarve), the process plunged in a well know divergence of opinions, no one knows where Maddie is (video). Pedro do Carmo, National Deputy Director of PJ says: "the PJ has, everytime, that information comes, which needed confirmation, complementary diligences, has carried out those diligences leaving no information unexplored". These are the most well known cases, but there are others. Only last year PJ received 193 reports of missing children, all of them recovered, all of them returned to their families. Pedro do Carmo again: "many of those disappearances are volunteers, with less duration, the recovery occurs a few hours after the disappearance, there are also other situations fro family disputes, situations identified in which the whereabouts of the child is known too quickly". The only cases of 2009 that are yet to be solved are situations of regulation of parental responsibility.

Another issue at the same link above, translation:

Sexual abuse of minors:

Not a nice anniversary but it is very important: it is precisely today the Missing Children´s Day and sexually exploited. With this purpose, the Attorney General Pinto Monteiro believes that increased penalties would help fighting the sexual abuse of minors. Pinto Monteiro claims the end of crime figure continued about this matter. There are no secrets and crimes will continue, pedophile and mentally unstable will continue to exist, now, the aggravation of the penalty is clear that can act as a dissuasive element, which advocates the Lady Doctor that claims herself that there is a picture of continuing offense for such crimes in minors, it is not ending up with the figure of crime continued, this figure will contiune to exist for other matters, but not about this matter, in this case of abuse of children is what the Lady Doctor advocates, note, as the continuing offense is considered as an act of crime continued, repeated at a time, it will 4, 5, 6 but the penalty will always be bigger, that is the question".
